COLSA (Huntsville) currently supports the following Missile Defense Agency programs:

Advanced Research Center (ARC) – As the ARC Prime contractor, COLSA provides support to MDA’s engineering, development, integration, testing and analysis for BMDS and technology testbeds. COLSA provides senior experts in engineering services, Information Assurance, systems administration, network /connectivity engineering, and software development support to MDA. COLSA plans, procures, and integrates High Performance hardware and software, operates, schedules, and maintains that hardware, software, and peripherals to provide simulation and scientific support for 2,500 scientists, engineers, and analysts, 30 Government organizations, and 84 contractors in Huntsville and numerous locations across CONUS. The ARC features more than 16,000 square feet of raised computer room flooring that is climatically-controlled. 

Ground-based Missile Defense (GMD) Joint Project Office (JPO) SETA – COLSA supports the GMD JPO by providing day-to-day SETA support to the Program Director to assist in achieving mission including oversight of the GMD prime contractor team. This contract requires daily interface and support to senior DoD leadership. COLSA works with the team to support the Program Director (PD), Deputy Program Director, Deputy Director for System Operations, Chief of Staff, Director of Operations, Director of Program Protection, Director of Systems Engineering and Integration, and Director of Test and Evaluation. COLSA’s SETA support includes flight and ground test planning, execution, and analysis; organization development; missions and functions definition; budget analysis; administrative support to the GMD JPO Chief of Staff; program protection evaluation and support; independent assessment using senior-level Subject Matter Experts (SMEs) to address areas of concern and identify risks and shortfalls; and manning of the JPO Operations Centers. COLSA has established a strong and highly credible team that provides subject matter expertise to the GMD JPO in nearly all facets of system development including operations, program management, and technical capabilities. 

Integrated System Test Capability (ISTC) – COLSA supports the GMD JPO by providing day-to-day SETA support to the Program Director to assist in achieving mission including oversight of the GMD prime contractor team. This contract requires daily interface and support to senior DoD leadership. COLSA works with the team to support the Program Director (PD), Deputy Program Director, Deputy Director for System Operations, Chief of Staff, Director of Operations, Director of Program Protection, Director of Systems Engineering and Integration, and Director of Test and Evaluation. Combined Test Force (CTF) – COLSA provides management and development of test instrumentation at various Pacific region test ranges to include: Reagan Test Site, Vandenberg Air Force Base, Kauai Test Facility, and the Pacific Missile Range Facility. We have considerable experience developing upgrades to existing range test instrumentation for the MDA test programs. We also have experience in the management and development of range safety, mobile target launch, telemetry and radar sea-based assets. 

JNIC Research & Development Contract (JRDC) – COLSA provides support that covers the full spectrum of the major areas information assurance (IA) for protecting data, information systems, and communications networks to ensure availability, integrity, authentication, confidentiality, and non-repudiation. In support of our MDA customers, COLSA has implemented IA measures to comply with the Federal Information Security Management Act (FISMA) and DoD 8500 directives to include full DoD Information Assurance Certification & Accreditation Process (DIACAP) compliance. COLSA's certified professionals design and implement certified and accredited IT solutions that achieve full accreditation to operate and ensure successful compliance & validation testing (CVT) throughout the life cycle of the systems environment. COLSA provides software and database engineering and development support to MDA. Software and database tools are developed to support MDA Modeling & Simulation Verification & Validation. The software and database tools provide resources to the V&V support team and customer and are crucial to establishing a collaborative work environment. 

X-Band Radar Project Office (SNX) – COLSA provides scientific, engineering and technical assistance staff augmentation support (i.e., program management and system development and advice) to the X-Band Radar Project Office (SNX) of MDA. COLSA has become the SNX lead for integration and testing for warfighter games and exercises as well as the lead for Sea-Based X-Band Radar transition and transfer to the U.S. Navy. We are also key leaders of the integrated test force responsible for resolving issues with various warfighter commands, MDA, and DoD agencies, OTA, and test organizations.

IT System Architecture and Engineering Support – COLSA provides architecture and engineering support for MDA enterprise IT and network services. Engineers support individual MDA organizations to derive and develop requirements and design technical solutions to meet the requirements.

Prime Consolidated Integration Lab (PCIL) – COLSA provides Operation and Maintenance (O&M) support including procurement of hardware/software vendor maintenance agreements and spare element equipment, provides recommendations for maintenance support needed within PCIL, and provides daily on-site support to the PCIL.

Command Information Management System (CIMS) – COLSA procures hardware and software, performs budget analysis and forecasting, and provides Help Desk and Desk Top support services.

MDA Front Office – COLSA provides staff and technical support to the MDA Deputy for Test and Deputy for Integration and Fielding.
